Accessible Platform for Digital Citizen Services

The Main-Taunus District (MTK) is known for its high quality of life, economic strength, and cultural diversity. To make digital interaction with the district administration simple and straightforward, we worked with the client to comprehensively modernize the district’s website: The structure, content, UX, and UI were updated to current standards and, of course, made accessible. At the same time, existing features and integrations with third-party systems were retained and—where possible—natively integrated to ensure a consistent user experience.

On its website, www.mtk.org, the Main-Taunus District provides its residents, job applicants, businesses, and tourists with a central point of access to information and administrative services. Over the years, the site has been continuously expanded to include various information sources, specialized applications, and services.The goal of the relaunch was to develop a future-proof Digital Experience Platform (DXP) that consolidates content, services, and data sources into a single digital hub, simplifies access to administrative services, and simultaneously lays the foundation for the further expansion of digital citizen services and information offerings.

A FUTURE-PROOF STRATEGY AND ARCHITECTURE

The project began with a comprehensive workshop and analysis phase. During requirements and stakeholder workshops, the needs of various target groups were identified, and existing digital offerings and specialized applications were analyzed. Based on this, a digital strategy for the new county website was developed.

A key focus was on developing a user-centered information architecture. The existing information landscape was fundamentally restructured, customer journeys were defined, and an intuitive navigation system was designed. In addition, a cross-source search function enables users to quickly access the content and services they are looking for.

At the same time, we have developed a completely new digital brand identity. The modern, accessible front end was designed with a consistent "mobile-first" approach and ensures a consistent user experience on smartphones, tablets, and desktops—thereby replacing the MTK app, which was previously available separately.

CHALLENGE

The Main-Taunus District offers a comprehensive range of services and information. To provide a quick overview and easy access, a well-thought-out structure and a clear user interface are essential. Accessibility has been a priority for the MTK since 2015, and the website was voluntarily certified at that time and included in the BIK95+ list of top-performing sites—a standard we naturally had to maintain.

The new technical platform had to meet all of these requirements; in addition, it was to be open source and capable of being operated by the MTK itself. Open standards and API availability for the content were also important considerations for meeting future requirements.

PROCEDURE

Since the old CMS was no longer an option, we decided together with the client to undertake a greenfield relaunch based on an open-source headless CMS. Everything was redesigned from the ground up: a modern, framework-based front end, the site structure and navigation, and the third-party and backend integrations. In terms of costs and time-to-market, the consistent API-first strategy of recent years has paid off: the existing systems could mostly be seamlessly integrated via API, resulting in a seamless, cohesive user experience. The structured availability of content in the headless CMS provides ideal conditions not only for human visitors but also for AI applications and GEO/SEO.

A COMPREHENSIVE SOLUTION FOR CONSISTENT USER EXPERIENCES

A central digital service platform was developed for the Main-Taunus district that brings together structured information, editorial content, and various specialized applications within a single user interface.

The integrated services include, among other things, event dates, a school database, information on construction projects, and child care services. By linking existing databases and specialized systems, various data sources have been made available in a centralized and consistent manner.

A comprehensive service section brings together relevant administrative services and online services. In addition, service information has been edited and expanded to make complex administrative topics easier to understand and find.

A modern headless content management system was implemented as the technological foundation. This allows content to be maintained and expanded flexibly, and enables structured data and editorial content to be combined efficiently.

A centralized, scalable search solution enables users to search across all content, including the latest news, events, services, and location-based information.

With the relaunch of www.mtk.org, the Main-Taunus District now has a central digital platform that brings together information, services, and specialized applications in one place.

The new solution significantly improves user-friendliness and service orientation for citizens, businesses, and visitors. Administrative services are easier to find, content can be maintained efficiently, and previously scattered digital offerings have been successfully consolidated. At the same time, the scalable platform lays the foundation for the continuous development of digital citizen services and for AI applications within the county administration.
